Marco has worked for the Department for over 20 years and holds a Bachelor of Science in Electrical Engineering from Northeastern University and a Master of Business Administration from Rensselaer Polytechnic Institute. His current responsibilities include leading the development and implementation of utility REV demonstration projects, statewide demand response program initiatives, benefit/cost analysis framework, and REV Track 2 – revenue requirement and rate design initiatives.
Laura is the Director of Digital Customer Experience at Central Hudson. She is responsible for strategy and execution of Central Hudson’s REV Demonstration Projects. Laura has been with Central Hudson for 15 years and has a BS in Electrical Engineering from Clarkson University and an MS in Electrical Power Engineering from NYU.
Margarett Jolly collaborates with technology leaders to develop strategic technology and policy solutions for the grid, and its customers and participants. Her professional and personal background provides her the technical and policy tools, partnerships and passion that are making the grid a better place. She is recent Director of R&D at Con Edison, currently Director Demonstration Projects in the Customer Energy Solutions organization.
She has been with Con Edison since 1997. Margarett’s early career included power plant control systems and boiler operations, followed by regulatory and energy markets policy, electric distribution engineering, and as the Company’s DG Ombudsperson.
She graduated from New York City Technical College in 1993 and from the Cooper Union in 1997 with a BE in Mechanical Engineering. A licensed Professional Engineer in New York State since 2004, Margarett serves on the Boards of Green City Force and Grid Alternative Tri-State.

Mr. Fouad Dagher is the Director of Solution Development in the New Energy Solutions organization at National Grid USA. New Energy Solutions develops new energy products and services that deliver increased savings, comfort, control, information and other benefits to customers—while accelerating the adoption of advanced technologies and leveraging distributed resources for the benefit of our energy networks. The team demonstrates and deploys new solutions across a range of markets including, but not limited to, smart energy efficiency and demand response, renewable generation and energy storage, oil-to-gas conversion, and clean transportation. Among other duties, Mr. Dagher has led the development of National Grid’s portfolio of large-scale solar generation across National Grid’s Massachusetts service territory, including the deployment and ongoing demonstration of advanced inverter technologies. Mr. Dagher joined National Grid in 1994 and has served in many areas of the company, including Power Quality, Protection and Planning, Electrical Substations, Energy Efficiency, and Distributed Resources. Mr. Dagher earned his B.S. and M.S. in Electrical and Energy Engineering from the University of Massachusetts, Lowell. He attended Northeastern University for Post Graduate studies in Electrical Engineering. He is a registered P.E. in Massachusetts and Vermont.
Dan Bradley is a Managing Director in Navigant’s Energy Practice within the Global Energy Investors, Law Firms, & Mfg sector. He has over fifteen years of planning, procurement, and power markets expertise with significant expertise in competitive procurement, the highlight of which include:
– Over 35 contracts for 3,000 MW of gas fired and renewable generation, including the largest solar installation in the Northeast (31 MW BP-Solar facility on Long Island)
– Over 20 contracts for over 3 million Renewable Energy Credits (RECs)
– 1,000 MW of controllable, undersea HVDC cables
– Advisor to the first-of-its-kind REC-only and Solar-REC only RFPs in the state of Pennsylvania
– Procurement design and advisor to the first-of-its-kind of the first REC-only and Solar-REC only RFPs in the state of Ohio
Mr. Bradley regularly represents clients in the PJM RTO stakeholder process, and has represented clients in the development of the PJM RPM capacity market design and subsequent FERC settlement conferences.
Mr. Bradley earned an M.B.A. from Clemson University; the program included a year of study in Europe (Italy and Slovenia). Mr. Bradley has previously earned the Project Management Professional (PMP) certification from the Project Management Institute in Chicago, IL and Six Sigma Green Belt.
